Working Group
The Baldwin County Stormwater
Working Group is back at it, after enabling legislation passed the Alabama State
House in 2007 but was withdrawn before Senate passage on the last day of the
2007 Legislative Session. Twelve of the thirteen Baldwin County municipalities and the Baldwin County Commission
have signed on with resolutions of support. Two news articles by Steve McConnell (March 7 & 8) of Gulf Coast Newspapers featured these efforts. On Friday, March 30, at a special meeting of the Baldwin County Commission, Baldwin County Legislative Delegation, and Baldwin County Mayors at the Five Rivers Delta Center, the latest on the Baldwin County stormwater management authority was discussed favorably. On Wednesday, December 5, the Working Group met for the last time in 2007 and
the second time in preparation for the 2008 Alabama Legislative Session.
Members heard presentations by Tim Richards, Storm Water Services Manager for
the City of Charlotte (Mecklenburg County, NC) Storm Water Program; Zhaleh
McCullers, Director of the Storm Water Management Authority, Birmingham (AL);
Gary Gleason of the City of Huntsville (AL) Engineering Department; and Joel
Gilbert, an attorney with Balch & Bingham representing the Business Council of
Alabama. The municipal representatives shared their experiences - both
successes and disappointments - and Mr. Gilbert shared Business Council
concerns. Both Representative Steve McMillan, sponsor of the 2007
legislation, and Senator Trip Pittman were in attendance. Mobile Bay NEP
Director David Yeager conducted the meeting and provided this
